One can see on building sites today a paradoxical phenomenon that goes against the right, granted to waged workers in 1982, to back off from dangerous situations: not only do the workers take risks in order to keep up with the pace of work, but, fearing sanctions, they hide these risks from the management. The management of safety is indeed divided between those who design it and those who execute it: managers establish the safety rules that workers must follow. These rules embody both the safety prescriptions and the pace requirements –that are potentially conflict-ing with each other. Thus, in order to take their safety into their own hands, workers would have to transgress or contest the rules established by management. But such a possibility is made difficult by the fragmentation of the collective workforce resulting from outsourcing (sub-contracting and interim).
