This paper looks at local policies destined for at-risk youth in the three French departments involved in the “JUVENIL” research program (Ille-et-Vilaine, Hérault, Seine Saint-Denis). It reviews the state of actions undertaken within the framework of these policies, and their mutual characteristics and differences. It also attempts to highlight the reasons for the disparities in implementation through an analysis of local systems of public action.
