In Dakar, the NGO Samusocial Sénégal provides medical and psychosocial services for street children, who are considered victims – as opposed to delinquents – of the failures of a changing social structure. Considering them as victims allows the NGO to account for the whole range of factors that lead children to the streets instead of presenting a sordid image of children in difficulty, denying them their agency. The victimisation is however mostly ideological since in practice, each child is the main actor of his own life and the only person capable of deciding to get off the street.
