Since the eighties, the EC/EU has imposed economic sanctions against third States. This use of economic tools in support of foreign policy goals has been legitimated by legal arguments. The purpose of this paper is to investigate the political ratio legis of the building of this link between economics and politics in the international action of the EC/EU.
