During the debate on PACS in 1998, family expertise was criticized for shielding the debate from public deliberation, being instrumentalized and consolidated into a scholarly magisterium and acting as a conservative political force. Yet the categories implemented since 1998 reveal that in creating the conditions for a redefinition both of the challenges linked to the homosexual condition and of the marriage issue, the controversy between activists, scholars, and experts made a major contribution to the recognition of the potential of same-sex couples as parents.
