Public choice processes have two dimensions, in that they must take account of economic aspects and the socio-political context in which they occur. Privileging one of the two dimensions inevitably leads to inefficiencies. The authors set out a two-stage experimental evaluation procedure based on two economic theories to evaluate the benefits of a given project taking socio-political aspects into account.
