CAIRN-INT.INFO : International Edition

This paper analyzes the changes that have taken place in the inspection procedures of English schools over the last decade. These changes are part of much wider development in the regulation of the educational system in a country, characterized by creation of “market-like” educational conditions and by strengthening of the State in control of the system through the National Curriculum and the development of a centralized assessment system. Based on an interview with the International Director of the Office for Standards in Education (OFSTED), a body which has replaced the former inspectorate, as well as work on this subject in English, this paper examines the effects of this new measure on the balance of power between the professionals in education, the State, and parents, on teachers’ practices, and the general functioning of the system.
