The difficult management of the Covid-19 epidemic has brought to light the paradoxical relationship between France and its State. Because it is supposed to decide everything, everyone turns to the State in times of crisis, but also criticizes it. How to reconcile the demand for public policy efficiency and that of proximity and citizen participation in political decision-making? This is the problem raised in this issue edited by Lucile Schmid.
