Long in decline, the poverty rate is soaring, due to the health crisis and to the dogma according to which poverty is a matter of individual responsibility. However, it is possible to find a new start for solidarity, which would begin with the formulation of new rights, the revaluation of the RSA, as well as a new distribution of solidarity between territories and citizens.
