This article proposes to shed some light on the profound renewal of the context in which OPCAs (Organismes paritaires collecteurs agréés— joint organizations for managing continuing vocational training funds) operated over the twenty years prior to being transformed into OPCOs (Opérateurs de Compétences—Skills Operators) following the 2018 reform. The observation of four OPCAs makes it possible to observe a structural transformation of their interventions and service offerings over the course of legislative reforms. These reforms were sources of multiple tensions that the OPCAs showed a real capacity to adapt to. And so emerged the figure of an OPCA that became a real intermediary on the labor market. This major change, which for the most part went unnoticed, disturbed the professionalism and identity of the profession of adviser within these organizations. Also, the relative success of this institutional conversion came largely from their ability to be ambidextrous.
