Negotiating European Statistics: The Case of Poverty

The article aims at describing the process of developing European statistics to quantify monetary poverty. How can comparable data be constructed in view of the diversity of fiscal and social systems? Statisticians have go through several steps to transform a political demand for indicators into European statistics on income and poverty: they must negotiate the quantifying variables in every country, construct questionnaires and collect data.
