Since the end of the 1970s, the meanings attributed to the use of drugs have changed profoundly, through a contextual transformation that turned attention away from measuring an unusual phenomenon to describing varied practices. This change corresponds to the shift from a paradigm that separated legal drugs from illegal ones to a model that encompasses all psychoactive substances, but distinguishes between use behaviours. It has been possible to quantify these uses by carrying out surveys on the general population, which resulted concretely in an increasing number of statistics. These figures now play an important role in public debate, with the danger of giving argumentation the deceptive appearance of mechanised, unquestionable objectivity.
