The first articles in this issue of Varia treated of two new systems of government for contemporary public policy. These are governance through labels (in the case of the fight against obesity and the promotion of sustainable consumption) and the governance of risk through a generic instrument (the Red Book), whose origin is analyzed. The following three articles focus on changes in state action. These include changes in unemployment insurance policies in France and Germany in spite of opposition from trade unions; the role of political-administrative actors in changes in sales policy and the effects of administrative mergers on environmental policy.
This journal is defined by its subject – governmental activities taken in the broadest sense, the transformations of executive power and administrations, and the management of public action.
