The incommunicability that currently reigns where the European citizens’ initiative is concerned can be described as two-way: on the one hand, participation by citizens and institutional discourse tend to generate all kinds of expectations among citizens, with misunderstandings as to what is proposed causing severe disappointment, while on the other hand, faced with the impossibility of communicating with the European Commission, civil society groups and participating citizens tend to work outside institutional channels to communicate in public spaces, thus establishing the reality of a communication deadlock.
