This paper questions the ability of the associative sector to play the leading role that was assigned to it in literacy policy. Based on national data and qualitative investigations, we attempt to point out the main constraints that overload the sector. The hopes raised by the dynamics of this sector should not mask the real risks and failures related to the actual conditions of its development.
