This paper sets out to question the normative foundations of labor market policies, in particular, the Making Work Pay strategy, by examining the “revealed preferences” of public decision-makers. We will show how theories of justice propounded by Rawls, Dworkin, and Sen, which deploy notions of responsibility, solidarity, equality, and freedom, as well as Fraser’s theory of recognition, can be used to offer a fresh assessment of social policies, particularly labor market policies.
