This article analyses the process of implementing the political project of administrative dematerialisation organisationally and technologically at the level of a local territory: the canton of Fribourg in Switzerland. It aims to reveal the covert inner workings of the Fribourg cyber-administrative system and to describe the social world that conceive and produce them. Thus, this contribution describes its actors and organisation, its technical instruments and its relationship with the national system, by focusing on the fields of unemployment and labour market integration on the one hand, and social welfare and integration on the other. This article highlights a set of processes that, due to the digital route, complicate or hinder access to rights and benefits and that obscure or belittle this problem. In so doing, this article reveals the significant gap that exists between the access to rights that is supposed to be facilitated by the system and praised by accompanying discourses and the actual complexity of the cyber-administrative world and related concerns for users.
