One of the ways considered to streamline the French local government complexity is a reform by the maps. If the criticism of the excessively high number of organizations at each territorial level primarily concerns, and since a long time, the tens of thousands municipalities inherited from the French Revolution, public authorities have always failed to resize the municipal fabric, unlike other European countries. But since the Bill of 16 March 2015, facilitating the creation of “new municipalities”, a new municipal grouping dynamic is unexpectedly emerging. This article examines not only those news facilities, but also the reasons that led the local officials to reconsider their position on the perspective of merging.
