If multi-level governing systems ever link questions regarding objectives and regulation levels, the questions of knowing what to do and who should do it cannot be debated separately. In France, the problematic of the administrational echelon has fired debates about the creation of a Specific Dependency Service. The alternative between decentralized administration and the administration of social agencies was finally decided in favor of the departmental councils (conseils généraux). But the preference accorded to departmental choice ended up emancipating them from the context of Social Welfare. In terms of social rights, this innovation was preceded by another equally central change. The automatic procedures or compensation measures inherent to Compensatory Third Person Payment (ACTP) have been erased to benefit new methods of individualized administration. They are based on a set of fundamental tasks: information, evaluation of the person, establishing a care plan, implementation and coordination
