In a circular dated 13 September 2005, the French Ministry of the Interior asked the Prefects of the Regions to develop a two-pronged territorial economic intelligence policy: partly defensive, to counter attempts at destabilization and predation that could threaten firms; and partly offensive, to anticipate changes and to find and disseminate strategic information. This article presents the territorial intelligence apparatus implemented in Poitou-Charentes, a pilot region in this respect. It focuses on the management method used and analyses its communicational aspects in particular. Collective intelligence facilitates the creation of a strategic knowledge community, the only way of meeting the challenges of globalization and regional development.
