The notion of “pathways” is present in the French national poverty action policy and has filtered down to local inclusion policies. Thus, the DGCS/SD1/2019/24 directive of February 04, 2019 (DGCS, 2019) on the local implementation of the strategy to prevent and combat poverty in its component on the “contractualization between the state and the départements to support poverty action and access to employment” refers to this notion of pathway to evoke: “the implementation of the pathway referee approach”; “the orientation and pathway of RSA [Active Solidarity Income] beneficiaries”; “a training pathway for all young people”, “the construction of their pathway through support for integration and sustainable exit from homelessness”; “the importance of the notion of a ‘children’s pathway’; the need to make pathways stable and secure”.
At the launch of the national strategy to prevent and combat poverty, the French Ministry of Solidarity and Health, in order to convey its “ambition to transform our social model, through education and training on the one hand, and through support and social emancipation through employment on the other”, announced two specific measures: the “Activity Guarantee” and a “100% inclusion” call for projects (CFP) aimed at developing innovative solutions to facilitate access to training and employment for the “most vulnerable” people. The “Activity Guarantee” is presented as a new mechanism to strengthen support available locally. The notion of “pathways” features strongly in the French national policy on integrating people far removed from employment. The strategy to prevent and combat poverty includes the following references concerning employment integration: “the implementation of the pathway referee approach”; “the pathway of RSA beneficiaries”; “a training pathway for all young people”. Involved in an innovative territorial collaborative project as researchers practicing EthPAR (Ethical Participatory Action Research), the question underlying our research was “how can human relations be facilitated within local integration ecosystems?”. Given the repeated use of the notion of “pathway” in the data on inclusion, it seemed “obvious” to us that the concept should be used to encourage inclusion stakeholders to express themselves. Thus, the integration pathway became a mediating artifact. This article has two objectives: to describe how the notion of pathways was used to mediate with inclusion stakeholders, and how, in the process, it led the author to reexamine the place of the notion of pathway in the development of the local inclusion policy (transformation of the researcher by his or her research device) and to propose new research perspectives (inclusive enabling territory).

Mise à l’épreuve du concept d’artefact de médiation pour appréhender la notion de parcours d’insertion

La notion de « parcours » est très présente dans la politique nationale d’insertion des personnes éloignées de l’emploi. La stratégie de prévention et de lutte contre la pauvreté, concernant le secteur de l’insertion, met en avant : « la mise en œuvre de la démarche référent de parcours » ; « le parcours des bénéficiaires du RSA » ; « un parcours de formation pour tous les jeunes ». Impliquée dans un projet innovant collaboratif territorial en tant que chercheuse pratiquant la RAPéth (Recherche Action Participant éthique), la question qui sous-tendait notre recherche était la suivante « comment faciliter les relations humaines au sein des écosystèmes territoriaux d’insertion ? ». Étant donné l’usage répété de la notion de « parcours » dans les données sur l’insertion, il nous a semblé « évident » de nous appuyer sur celle-ci pour inciter les parties prenantes de l’insertion à s’exprimer. C’est ainsi que le parcours d’insertion est devenu un artefact médiateur. Cet article a deux objectifs : raconter comment la notion de parcours a été instrumentalisée pour jouer le rôle de médiateur auprès des parties prenantes de l’insertion et comment chemin faisant elle a amené l’auteure à réinterroger la place que prenait cette notion de parcours dans le développement de la politique d’insertion sur le territoire (transformation du chercheur par son dispositif de recherche) et à proposer de nouvelles perspectives de recherche (territoire capacitant inclusif).
