The dematerialization of administrative relations can lead to the non-take-up of social benefits and services. This risk primarily concerns populations with a lack of digital autonomy, who are often those who most need social assistance in order to cope on a daily basis. However, the problem is not only that of the social inclusion of a less autonomous population. If we consider the problem in terms of democracy, it concerns not only additional barriers to the access to rights, but also—and above all—the suppression of a vast space of face-to-face relationships that make it possible to express and understand the reasons for non-take-up in many situations. The risk of digitalization is not only that it may generate non-take-up, but also—and above all—that it may make it impossible to understand and prevent it.
