The social economy (SE) is a concept that can refer to two things. In the substantive approach, it refers to a mode of economic development that is more social and solidarity-focused than is the dominant economy. In the statutory approach, it refers to the set of enterprises and organizations that behave in ways that can contribute to such an economy. The SE is developing throughout the world, but at different speeds and in different institutional contexts. Although the definitions and scope of the SE share a common foundation, they vary from one country to another. Some countries produce statistics on the SE that are not consistent with those of other countries. In many countries, the SE remains entirely under the radar of statistical agencies. Various guides that cover subsets of the field have been produced to promote the production of statistics on the SE and to standardize them at the international level. Recently, one of these guides proposed a tool intended to cover the entire field. However, it excluded many cooperatives and included private for-profit entities. This has aroused a debate within the scientific community interested in statistics on the social economy. Using a comparative and international perspective, this article focuses on the rifts between different visions of the SE that are reflected in the statistical tools used to measure it.

Despite sharing a common base, the statistical scope of the social economy (SE) varies from one country to another. In many countries, the SE remains entirely under the radar of statistical agencies. This reflects the historical and progressive deployment of the SE in different national contexts. Guides have been developed to promote and harmonize statistics for different subsets of the SE at the international level. Recently, one of these guides proposed to cover the entire field. However, it excluded many cooperatives and included private for-profit entities. This paper outlines the debate that this situation raises about the vision of the SE conveyed by its statistical representations.

Quel périmètre pour des statistiques sur l’économie sociale à l’échelle internationale ?

Bien que partageant un socle commun, le périmètre statistique de l’économie sociale (ES) varie d’un pays à l’autre. Dans de nombreux pays, l’ES demeure entièrement sous le radar des agences statistiques. Ceci reflète le déploiement historique et progressif de l’ES dans différents contextes nationaux. Des guides ont été développés pour promouvoir et harmoniser les statistiques de différents sous-ensembles de l’ES à l’échelle internationale. Récemment, l’un de ces guides a proposé de couvrir l’ensemble. Il en a toutefois exclu un bon nombre de coopératives et y a introduit des entités privées à finalité lucrative. Cet article s’intéresse au débat que cette situation suscite quant à la vision de l’ES véhiculée par ses représentations statistiques.

¿Qué alcance de las estadísticas de la economía social a nivel internacional?

Aunque comparten una base común, el alcance estadístico de la economía social (ES) varía de un país a otro. En muchos países, la ES permanece totalmente fuera del radar de los organismos estadísticos. Esto refleja el despliegue histórico y progresivo de la ES en diferentes contextos nacionales. Se han elaborado guías para promover y armonizar las estadísticas de los distintos subconjuntos de la ES a nivel internacional. Recientemente, una de estas guías se ha propuesto cubrir la totalidad. Sin embargo, ha excluido a muchas cooperativas y ha introducido entidades privadas con ánimo de lucro. Este articulo se interesa por el debate que esta situación plantea sobre la visión de la ES que transmiten sus representaciones estadísticas.
